How come there is no foam coming out of the shampoo system?

Why isn't foam coming out of the Multi-Surface Shampoo System?

To produce foam properly, the suds screen and foam sponge must be in place on the shampoo tank. To check this, remove the tank and make sure they’re properly in place.
